To "save manpower" is not an applicable goal for a situation like this. We don't specific humans who are our available "manpower". Given the choice, we would rather have any useful program properly maintained as a GNU package, than have it maintained outside of GNU. So if the appointed GNU maintainer of Bazaar does not continue, we should think about inviting the person who worked on the fork. It appears we don't yet have any opinion about the person who made the fork, as a possible maintainer.
