Could you be more specific than "basically dead"?
Is it really dead?  Or just getting little maintenance?

I meant it hasn't had any new release for more than a decade, very likely has been superseded by another (non-gnu) package.

If it has no maintainer, I can ask the Savannah hackers to fix the lack
of license.

What does "assumed GPL?" mean?  That is not a clear description of the
current situation.

gcl does not have a license or a copyright notice on docs [1]. It was my wishful thinking that because the docs live in the same git repository as the codes, I wanted to assume that the same COPYING file could be applied to docs, because I didn't really want to say the docs were nonfree.
