if I look at the sources of SA, I see that we construct a SQL statement that is
the "CREATE TABLE" statement.  We then log to the debug log "CreateTable: ( )
<sqlstatement"
Then we within the already opened ODBC connection we execute the SQL statement.
If the ODBC connection returns an error then this is logged too with a logging
like "ERR CreateTable: <errodescription> (number)"

As we don't get the "ERR CreateTable" logging, it means that the ODBC connection
as such isn't seeing any problem.

Can you enable SQL tracing? (you can enable this via the ODBC applet of the
administrative tools of the control panel) And once enabled/started force SA to
create a table and then check the trace to see what that shows.

Debug to file is working. No database logging is working. Within the 
file debugging there are entries stating that SA has tried to create the 
databases:
