OK, I tried it on three windows boxes - but it does not work.  I did

manage

sudo su

dpkg-reconfigure console-data

select quertz, german

exit, reboot.

Curiously, after reboot, the keyboard is still english, but

dpkg-reconfigure console-data

thinks we have a german keyboard...

UPDATE: 

using

dpkg-reconfigure console-setup works.
