Yes, I would like to use open source/free software.

This seems an overkill: a complete Course Management System, and the
"TA" functionality is just a small part of it.

This seems more close to what I was looking for, and although by
default it uses maxima in the backend in its website it says that it
can be hooked to other CAS as well.

I would like to use SAGE because it's the most complete free CAS
today. If you have a "SAGE TA" then you also have a "Maxima TA", a
"GAP TA", a "Singular TA" ... so you can use such a system in many
different courses.

The question banks are indeed a big plus. But as I said, I am not
really looking for a Course Management System (at least not right
now). If these questions are freely available though maybe other
projects can use them, that's one of the big advantages of free
software.
