The causes could well be related, but the nature of the expressions is 
quite different. When computing with radicals, inequalities can play a 
role, but to decide if a rational expression simplifies to zero, inequality 
assumptions are irrelevant. The fact that maxima even ends up considering 
these assumptions is a little surprising with the current expression. 
Putting a cross reference between the tickets would likely be a good idea.
