I don't think I understand what you mean. If that happens, then surely
some action should be taken on the dependent ticket?

Say #B is dependent on #A. If #A changes so #B no longer applies on top
of #A, then #B should be flagged with "merge problems". The dependency
might not be static, but if it changes in ways that break #B, such as
being deleted, then that's a problem with #B.

I don't see why we the diff couldn't give me the actual information I
want (the diff of #B itself) in all the usual cases, and in the rare
case that some dependency changes in weird ways, flag #B as broken.
