[sage-devel] Unify keywords certificate and certify

There are currently 6 functions that have Boolean argument "certify", and 
38 that have "certificate". I suggest that we unify them all to 
"certificate".

I got a comment saying that this should be discussed here first. So, 
if you are against this, please write to 
https://trac.sagemath.org/ticket/21111

Note that the keywords are cross-used in same file also,
src/sage/graphs/generic_graph.py has 3 times certificate and 2 times 
certify.
