I'm pretty sure Trac tickets can be cached by the browser.  Every time
a ticket is modified its modification
time is updated--until then it can be assumed it hasn't changed.  I
tested this by making a small change in
a template file, then refreshing the page (after restarting the
server).  The page was not changed without
a force-reload.
