GCC is only installed if needed. If Sage installs GCC, it must be that your system GCC is either outdated of incomplete (missing Fortran?).

Eventually yes. In fact, http://trac.sagemath.org/ticket/20137 introduces a mechanism to skip building certain packages.

If you really want to help, reviewing that ticket could be a good start.
