There is not much difference between 1 and 2 because, while there is no review mechanism for Pynac admin commits on github, it's on trac instead. And the real problem is always the language barrier: adding C++ to an already huge skillset is too much for many authors and most reviewers, regardless of if a package is patched or a patch to a package is patched.
