I think you are misunderstanding the problem. After preparsing, the
following is called:
PolynomialRing(QQ, 'abc', names=('x', 'y', 'z',))
There is no way how a call like
PolynomialRing(<Ring>, <str>, names=<tuple>)
can be valid, so that's a TypeError.
