Perhaps a middle ground is putting something in the comments first 
indicating, e.g. "Silly title about foobars and zippos" could perhaps be 
changed to "Silly title about how foobars and zippos (they don't work on OS 
X 10.8 when applied to perfect fields)"?  We all feel frustrated at times 
by things we have to do for Sage and so I understand the sentiment, but 
there also should not be any objection to clarification so those not in on 
the joke know what's going on.

Cases where this doesn't apply: spam or partial spam tickets, tickets with 
words commonly accepted as profanity in standard English, etc. - feel free 
to edit those appropriately. Those definitely fall in the category of 
unprofessional.  Silly might not be so bad.

Another case where it doesn't apply: tickets with titles not in English.  I 
only say this because it happens to be the main language of Sage 
development, for better or for worse.  My sense would be to keep the 
original title but add a parenthetical brief English summary, e.g. 
"Kleinsche Fläche fehlt in Sage (Add Klein bottle)".  I think even a few of 
the translation tickets could benefit from that.  But it's not an issue 
worth bikeshedding, so I'll stop there.
