Changing a title (that was likely put there deliberately) without consulting the original author is certainly unlikely to lead to desirable behaviour adjustment (writing informative titles). For the most part, silly (non-offensive) titles will fail to attract serious reviewers, so I expect the issue to be largely self policing anyway (people will learn that informative titles work better). A possible danger is that a sillily titled ticket with sub-par code attracts a sub-par (positive) review--flying under the radar of serious eyes. However, hopefully this would be discovered upon merge (Volker is our last defence). Also, this is a risk that is inherent to sage's development model and I'm not sure that the sillility of the title correlates with this risk factor.
