Its fine to strive for generality, but I don't think its a good idea to 
have something particularly prominent in the namespace for which you can't 
/ don't want to create elements. Also, we can't replace RR without breaking 
lots of existing code or slowing it down to a crawl, so that possibility is 
pretty much out.
