I feel obliged to point out that most of your tickets implementing this
either don't merge cleanly or break the build. I am a fan of autotools
(In terms of build portability, absolutely nothing beats it). However,
instead of trying to rewrite the Sage build system all at once, you
should try to move in smaller steps which individually actually work
(see for example #15580 for one such small step).
