And any non-fast-forwardable change to the dependencies of the dependencies 
reverts T to needs_review. And any subtraction from the list of 
dependencies (direct or indirect). 

If you want to volunteer to write such a system to store review status for 
all commits and interface with trac then please do. But just showing the 
wrong diff is NOT going to work.
