I've updated the spkg with a much more proper version of MPIR (the spkg 
itself is still dirty), it shoudl build and be functional on Cygwin 32/64 
(and MPIR itself is also on MinGW64 32/64-bit).

Note you'll also have trouble with PPL, I've opened 
http://trac.sagemath.org/15001
