As far as MPIR is concerned I've put a (dirty) spkg at http://boxen.math.washington.edu/home/jpflori/spkg/mpir-2.6.0.p3.spkg which should work both on Cygwin 32 and 64 (and MinGW with a little help when configuring Yasm).
