For whatever it's worth, there is some preliminary stuff in this direction in the queue: http://combinat.sagemath.org/code/file/tip/sage/categories/sets_with_action.py It's more geared toward sets endowed with an action of a semigroup, but the category part should scale to groups. There is also some support for defining actions in sage.categories.action.py; of course the two things should be made to work hand in hand.
