Yes. A standard function in matlab is imread [1], which can read in jpg images. I'm sure Mathematica can too. Given the Sage mission statement, which is to be a viable alternative to Matlab, Mathematica, etc., it would make a lot of sense to include jpeg support standard in Sage.
