I think a Sage Days on algebraic topology would be great.  The first
things you need to figure out are:
* Where and when is it happening?  You should think about other
conferences in algebraic topology (mostly to avoid conflicts for your
audience, but possibly so that people can stay for a Sage Days after
another conference).  You probably want a lead time of at least 3
months so that people can make plans; the lead time may be longer if
you need to secure additional funding.
* Ideally you'll be able to cover travel and lodging for your
participants.  Call hotels near your location to see if they have a
group rate.  You should estimate how much it will cost to fly people
in from various locations, and then determine how many people you can
invite depending on your available funds.
* Make a list of people to invite, and then ask them to come!
* Make sure that you have internet and projection equipment available.
