I definitely like this suggest: positive review if document Y is a
useful readable document that doesn't contain SPAM, lots of basic
writing errors, etc.  It's even conceivable that a tutorial in Russian
(say) might be a bit different than the English version of the
tutorial, due to cultural differences (I have no idea how).
