I read this, I think that the motivation is to use sage_fortran so that you can have control over which fortran gets selected. But I think that FC as well as CXX and CC are common ways to specify compilers. One would have to rework Sage packages. But given the fact that I need to do it anyways, as the current sage fortran support is broken (Trilinos for example fails with it), I will try to just install the gfortran binary for Mac (require it on linux), remove all sage fortran, just use FC (it will at least tell me that all packages that break had to be checked to work with gfortran as opposed to f95) and see how it goes.
