Since there is a plan to add GLPK as a standard package, and it did not build
build on 64-bit Solaris due to the lack of suitable compiler flags being added,
Robert Miller created a ticket to fix the compiler flag issue.
On inspection, I found so many things wrong with this that I basically re-wrote
the whole of spkg-install, added an spkg-check, and made about 100 other changes.
The package needs testing by people. Note the library will need to be rebuilt
after this is installed.
I've spent quite a bit of time on it, so don't wish to spend any more if I can
avoid it. But hopefully it can now be modified in such a way that it behaves
properly in the event of any errors.
Note I have NOT put this up for review, as I have not tested it much.

I guess someone should open a ticket for this to be added as a standard package,
then it tested extensively before being committed.
