my proposal: go to http://trac.sagemath.org/sage_trac/wiki/guidelines
and create the page, add this info, move everything from
http://wiki.sagemath.org/TracGuidelines over there [or, if we want to
avoid the trac wiki, everything to the moinmoin wiki] and we should
probably also move the list of contributor names to their own page?
and, on the first page in trac we have to add a big link pointing to
these new workflow instructions for all that do not read this or
forget about it ;)
