We can address dependency through a different plugin or a custom field. 
  For the workflow, "closed" means resolved, but the resolution could be 
"invalid" or "duplicate" or "fixed", etc.

Are you suggesting that we not close duplicate tickets, but keep them 
open until the real issue is resolved?  What do people think?  That 
would add another state to the workflow, a "duplicate" state.  My guess 
is that there are not enough tickets in that state to justify its existence.

I think it would be a good idea to search among closed and open tickets 
(which is what the search box currently does), because the issue you are 
searching for might have been fixed already in the upcoming release.
