Full support for internationalization of the notebook. This would involve using something like gettext to handle all the user interface strings; some work has already been done in this direction. We would also need to make sure our UTF-8 support is complete; right now it's good, but there are occasional potholes here and there. I have no idea how to estimate the cost, since I'm not sure exactly how much needs to be done, but I don't think it would be much, since there's already progress in this direction. Note that this doesn't include the work of actually doing the translations; just the framework for being able to do it.
