Could you perhaps quote for us the DoD requirements? (and who in DoD
requires them).
I have never heard such a statement before, and wonder about the
context for this, as well as whether there are other requirements. (I
have, in the past, received funding from DARPA, Office of Naval
Research, Army Research Office, as well as other non-DoD sources.)
