FWIW, there was actually one more ticket merged in that rc: #4652. This didn't get closed at the time, but you can check that it shipped with 4.0.1. And, if you set MAKE to 'make -j12' and SAGE_PARALLEL_DIST to anything, distutils will dispatch the gcc calls in parallel.
