The license is QPL, which is GPL-incompatible, so we can't legally
include it in Sage.  See http://www.cgal.org/license.html

More precisely, "Approximately, the Kernel and Support libraries are
under the LGPL, and most geometric algorithms and data structures are
under the QPL, but there are some exceptions in both directions. "
