Dear William, I am in the moment on a conference in Albania and e-mail is not so easy. Nevertheless: if these people want to implement such things, they should just go ahead and do so. I have no idea how to calculate explicitely isometires of indefinite lattices, but in principle we have a program to calculate the genus symbol of the lattice. And for indefinite ones this suffices to decide whether they are isometric or not. For definite lattices of course lattice reduction procedures (LLL) and shortest vector enumeration are other basic tools.
