(b) and especially (c) discourage content, and I don't think we have enough of a problem to worry about that right now, but we could go with (b) if things get works. I added some words to http://wiki.sagemath.org/LocalBadContent . Now one can't talk about gold in the wiki, but it seems the vast majority of MoinMoin spammers (at least this was the case for the Cython wiki) are chinese gold farmers, so that alone cut a huge amount down. What I would really like is a way to moderate new pages, i.e. if someone creates a *new* page it must be approved before getting accepted.
