No, there will be an issue on sagemath/sage, no PR. There will be a link to
a branch on sagetrac-mirror (which will be readonly).

To proceed, just push this branch to your personal fork of sagemath/sage
and make a PR from there.
At this point it becomes a usual github workflow.
