We have facilities to build docker images via tox nowadays, it's as easy as issuing a single tox command, see e.g. https://trac.sagemath.org/ticket/33306 (needless to say, you need Docker installed)
Then you can upload the resulting image - it's more the question of having credentials to do so, and what a good "standard" image should be.
