probably your best bet with Windows 10 is to install WSL 2 and be
basically on Linux.

I think that Conda is more flexible than Sage in this sense, not less flexible.

This is probably an orthogonal issue.
If you have a non-bleeding-edge Linux (not too old) you installed from
a DVD then you can use
a lot of packages for Sage.
