I'm working on it with small pieces when I can ;-) (cf zlib prob
reports)

I see Sage as Sage + 75(?) other open source programs :-)
And I see efforts to modularize Sage to incorporate it into the common
distributions, which I think is a great goal and I'll try to help.

Ok sorry now I understand better.
But I also second Robert Bradshaw:
-upgrade on built-from-source will bring new source and compile it.
-upgrade on binary should have exactly the same mechanism to bring new
binaries which therefore would be made available separately as today
the .spkg are available per component.
If I compare with Linux distributions (sorry, I like this comparison)
you've today "sage -upgrade" on sources in the same way Gentoo is
providing "emerge -uD world", upgrading only the new components by
compiling them from sources.
What could be added is the same as all the other Linux distributions:
a binary upgrade (cf "apt-get upgrade" etc).

I'm happy of your work, initially a bit frustrated when the binary
version didn't work (quite obscure error -> Googling -> ok apparently
some host library versions incompatible -> compiling from source)
But then I was amazed to have compiled this huge amount of code for
hours without running into any error, WAW!
This is something I very rarely experienced ;-)
