It doesn't make any sense to me either. What happens when you type
something else with a quoted string? E.g.

  maxima('1+1')

Does that work or do you get the //// in that case too?

What about if you type " instead of ' ? Like this:

install_scripts("/usr/local/bin")

Are you using any special (non-US) keyboard configuration?
