I like that idea. I think that maybe all users should be automatically approved to rate, flag, and comment on public worksheets but not create nor edit worksheets. One possibility is that on the secure server, the approved worksheet people could create and edit worksheets and do all the other stuff like rate and comment on published worksheets. The published worksheets would be apart of a wiki.
