Hello, uncommenting line 306 & 307 in Makefile.in fixes it for me:
#sqlite3.c: target_source $(TOP)/tool/mksqlite3c.tcl # tclsh $(TOP)/tool/mksqlite3c.tcl sqlite has been build successfully, but I am not sure if there will be problems down the road. Once I am done and run all the tests I can give you an update. I did not test this on platforms that are not cygwin, yet.
