I had no luck using fixbucket with the bucket I created using 0.9.9. I'm on USA too.
I created a new bucket and did my initial sync with the updated version, 0.9.9.91, and the problem no longer seems to exist. perhaps the issue relates to changed in the version for the initial sync, although the changelog doesn't seem to indicate any changes which might affect it, or perhaps there was a problem at the amazon end, as per your perception, which affected by initial bucket creation. I'd need to go back to 0.9.9 to test that, inclined though to keep things as they are, 0.9.9.91, for now unless i experience further issues.
