& indicates that you are wanting to implement a new action with the same
decision logic as the prior line, but you don't show an action here.
you don't show us what you are doing for setting all the variables, it's
possible that you need to specify some variables again. Some of them (like the
destination address) get cleared when you do an action, and would need to be
specified again before the next action.
