Sorry, that was based on a false remembrance. The global cvs-excludes are always appended to the list after the user-supplied exclude options, which always gives them a lower priority. In 2.6.0 the per-directory cvs-excludes cannot be overridden, but they could be overridden in earlier rsync versions.
