Sorry, that was based on a false remembrance.  The global cvs-excludes
are always appended to the list after the user-supplied exclude options,
which always gives them a lower priority.

In 2.6.0 the per-directory cvs-excludes cannot be overridden, but they
could be overridden in earlier rsync versions.  I've decided to revert
this change in behavior for 2.6.1, which will restore the 2.5.7 (and
earlier) behavior you mentioned in the example that started this thread.
