Averages.

t1: 40 mbps
t2: 20 mbps
t3: 25 mbps
t4: 15 mbps

Consolidation occurs; consolidating two values into one:

tt1: 30 mbps
tt2: 20 mbps

Now check max(t1 t2 t3 t4) and max(tt1 tt2)

Using the RRAs with CF MAX:

t1: 40 mbps
t2: 20 mbps
t3: 25 mbps
t4: 15 mbps

Consolidation occurs; consolidating two values into one:

tt1: 40 mbps
tt2: 25 mbps

Now check max(t1 t2 t3 t4) and max(tt1 tt2) again.

If you want rates, you're doing fine.  If you want maximum values,
you need to process maximum values.
