Building the installer for windows is not that hard given you have a windows machine available, if you run into any issue i will be glad to try and help. I do not have access to a windows machine on which i can upgrade python version at my leisure, so I have not attempted to build a 2.6 compatible windows installer.
What is your guess on the likelihood rpy2 will build against python 2.6 on windows? If you are pretty convinced it should work I can look for a machine to build it on.
