I like to have a macro like that that just returns the first arg, as it is also
useful to "flatten" a macro containing a list, e.g.:
```
%{block:%**}
```
Having said this, I'm unsure about the name. And it's a bit sad to misuse a
macro for a syntactic problem, i.e. you'll have an extra macro nesting level
just because of a problem with the parser.
