Oh apparently I misread this: "but for the rest duplicates are still accepted

Which basically means that all that's not checked in 4.12.0 is still accepted 
(separate description per package).
I'm still failing to understand why a changelog is for the SPEC only, when the 
SPEC is in fine possibly producing multiple packages. Is there an underlying 
inconsistence in permitting distinct changelog as it was possible until this 
version?

I'm not questioning the design choice, just trying to get it ;)
