These things are also hugely a matter of taste as to how long to hold the
note, or the rest. It's technically possible to think up ways to get
Rosegarden to automate this whole process, but it would end up being a really
complicated new feature that's really out of proportion to how much time users
have to spend putting in tempo changes manually.

I had to do some digging to follow up on this. This discussion takes place on
feature request #1026965.
In January of 2006, Chris decided to implement the tempo ramp feature, and:
Yes, this is almost complete in the experiments branch.
The hard stuff is done, it's just those tedious UI bits
that actually make it possible to use it that are
lacking...
(Well, actually there is one hard subject that's not done
at all -- the mapping to MIDI for MIDI file export and
things like MTC sync.)
In June of 2006, he had gotten the GUI bit working, but still hadn't done
anything about mapping the tempo ramps to MIDI for export:
Most UI bits now there in SVN trunk. MIDI mapping still
not handled.
That was the last comment. I seem to remember trying to close the feature
request subsequent to this, and being reminded that the MIDI mapping bits
still hadn't been done.
So basically, the tempo ramp feature is still incomplete, and nobody has
thought about it in years. Of course I can only remember hearing a couple of
complaints about this omission in the past five years too.
