Don't have this keyboard so can't really comment. I've not noticed a problem using my SY35 or Sound Canvas, and it doesn't seem to do anything strange with any of the softsynths I use. > 3. If you save an RG file, then next time if you start all your kit in *exactly* the same order before reloading the saved file. You'll find everything is as you left it in Rosegarden.
