In the past we've obtained alumina for use as an internal standard from this company:

You can check your material against an NIST standard before use, and evaluate it for purity. Stay away from the very fine particle sizes, as they are not pure alpha-alumina.

As for NIST, what I've done in the past is to calibrate my material against the NIST material by the external standard approach. I get most of the benefit of the standard without much of the cost.
